The S-Miner bill updates mine safety requirements, largely unchanged in the last 40 years. Democrats supported the changes, Republicans did not. The changes raise costs for mine owners, but they can amortize and deduct the costs from their income tax. I would have supported the bill. The defense appropriation bill had bipartisan support because it funds the entire defense department, not just the Iraq war. I oppose the Iraq war but would not have voted to cut off funding in this instance as a measure to end it. The Hope VI grants were supported by Democrats and 53 Republicans, but not Mr. Barton.
