Sheriff’s Association Endorses Brown

Johnny Brown received the unanimous endorsement of the Ellis County Sheriff’s Association last night.

In interviews, James Ledbetter refused to show up.
Rodney Ramsey was to be interviewed last night as well, so expect (hopefully) an endorsement in the race for DA too.
Curious to know:  were any of the constable candidates endorsed?  County commissioner?

  • This is simply another underhanded attempt by the Brown campaign to win this election. Can anybody show me all two hundred and something votes that it would take for this to be true ? I think not.
    Joey ot’s simple Jason westmoreland has been working his fingers to the bone in an attempt to get Brown into office. Jason has been screaming for Brown this whole time. Jason got to pick the PAC. Does everbody not see how Browns camp is controlling this whole mess. Myself and several other members were not at the meeting nor did we get a proxy vote or anything else. So for them to say Brown was a unanimous endorsement is a flat out lie.

    This is beyond my comprehension……. Why would the Sheriff’s Association endorse a candidate for Sheriff? An association does not do this within its own department. It’s unheard of in law enforcement and speaks volumes of their leadership. Each member who resides in Ellis County has a right to vote for the candidate they feel is best. For the good of the association it must remain neutral. That is basic labor negotiations 101. Did anyone ever think what happens if the endorsed candidate does not win? In this case do you think Steve McKinney or James Leadbetter will want to work hand in hand with the association and support its agenda items? There is a lesson to be learned here. Talk with older more established labor organizations from around the country. Learn from them, not by trial and error.

  • how about if instead of bashing people, we really looked at who was is in the race to make ellis county a better place for everyone. does ledbetter really want to make ellis county sheriff’s office better or is he looking at the chance to retire at the sheriffs salary in a few years? personally i think that the county tax payer might be even more disappointed if mckinney gets the title of sheriff, if he runs the largest law enforcement entity the way he has the constables office in precinct 4. (it may be a better choice of words to say the way he has not run the constables office in precinct 4) if it were not for mike jones and the reserve officers nothing would have been done at the constables office in precinct 4. has anyone really looked into who was doing the work at the constables office? i know that mckinney was the hand chosen pick of the county judge and supposedly the voted majority of the comissioners court but do you remember the stink that was caused when mckinney supposedly one the position? well maybe the vote of the county judge counted then but do we really want to put “chad’s boy” in the role as ellis county sheriff?

    Seems like an unethical move by Mr. Westmoreland on behalf of Mr. Brown. I am not voting for him. It appears that he spoke for the membership of the ECSA without their full consent. Not a good move at all. Very poor judgement. And, Mr. Brown has been showing his true colors lately. He would be a terrible choice for Sheriff. Absolutely awful.

  • Here we go…there is by far not any unanimous anything within the membership of the Ellis County Sheriff’s Association amongst any of the candidates. For the brownies to claim that there was unanimous support from within the association is a blatant lie. The Brownies who are in control of the association through their illegal means voted in this PAC without the members approval, many members know nothing even about this PAC. Supposedly, there is a 3 person group which were appointed by Westmoreland and there again were not voted on by it’s members. Nothing that they have doen has been voted on by this group. They are so full of lies and deceit that it is unreal that these sorts of things are going on amonst these guys….There is by far no unanimous support for BROWN, the members never got a chance to vote for any candidate!!!! RIDICULOUS…

    First of all, I’m not going to bad mouth Mr. Westmoreland or the other board members and officers. However, to say that the association is “unanimous” in supporting Brown is an exaggeration of the truth. The Sheriff’s association always has and currently has a very poor member turnout for the monthly meetings. As a member, unfortunately I could not attend the meeting this past Thursday, but the many meetings I have attended over the years, if 8 to 10 of the over 80 members attend, that is considered a large turnout and quite an accomplishment. Why there is very low participation, I cannot answer. It truly saddens me to see such a lack of participation.

    A normal practice with the association is to let these select few vote on all of the association’s business rather than get an actual paper ballot delivered to each and every member. That is what happened in this case. Used to there were two monthly meetings that accommodated for the shift differential. This is no more. Whatever can sneak by once a month from a select few is what goes. So if you are an association member and you could not make it to the Ryan’s Steakhouse at 7pm on 02-21-08, it didn’t matter if you were working normal duties, sick, family emergencies, etc, you were not allowed to vote and your voice could not be heard. The Sheriff’s Association made no attempt to distribute paper ballots to ALL of its members and let them have a say, nor were there any e-mails sent to any of the members with an electronic ballot. Instead this PAC was picked by Mr. Westmoreland, who is openly a Brown supporter, and was not voted on by the members either. (I’m in the process of checking the by-laws to see if this required a vote so I may be wrong there) Brown is also an officer within the association. It seems the moral thing would have been for him to resign his post and have someone else appointed long before the Sheriff’s race became so active. What happened instead? Mr. Brown waits until immediately after the “unanimous” vote and then resigned his position after the vote was passed. Today another member was asked to take his place. This member happens to be a Ledbetter supporter. Why wasn’t he asked to take this position way before the vote? My opinion is that Mr. Westmoreland and the other board member knew they would get opposition from this member and they didn’t want that. Oh yeah what took them so long to even endorse someone any way? It seems the candidates would have wanted their endorsement before early voting started. I was not given the information as to what actually went wrong, but there was a problem with some sort of paperwork that prevented the association from certain actions. They had to get their ducks in a row and the paperwork examined by Roy and Ron Callender’s sister at her office in Ennis before they could do anything. How long has Mr. Westmoreland been president and they just now decided to get the association legal? Oh yeah they (Westmoreland and Brown) also did this on duty which is strictly prohibited by Sheriff’s Office policy. You are not allowed to conduct any association business while on duty. Maybe their supervisor will be reading this.

    I do know that when the Waxahachie Police association conducted their votes, each and every member was given a ballot regardless if they attended the meetings. Those ballots also had four choices on them, James Ledbetter, Steve McKinney, Johnny Brown, or none of the above. To me this is fair. The Sheriff’s association did the complete opposite and restricted the vote to who showed up at the ONE meeting. They also forced you to choose one of three candidates. They gave no one the option of choosing to not endorse anyone. Why? I can’t answer that either. I do know that there are many members who do not believe that the association should endorse anyone since two of the candidates are Sheriff’s Office employees, but Mr. Westmoreland refused them this option. They had it in their minds all along as to who they were going to endorse and it came to pass. I’m appalled and embarrassed to be called a member of this association and will be resigning my membership very soon and keeping my membership with the TMPA directly. I encourage other members who agree to do the same.

    In short, the 80 something members of the association “unanimously” endorsing Mr. Brown is a COMPLETE LIE.

  • Funny thing, there was no member vote and now I’m told that Johnny Brown resigned from the board after he got the endorsement. He wouldn’t resign before that time because he wanted to secure the endorsement. How hokey is that???

    I would say that endorsement is crap….the water is certainly muddy after these turn of events…Hmmmm be careful what you wish for guys….the smoke clouds are rolling in quickly…

    I say vote for anyone but Brown!!! They are flat out crooked. They have already had members resign their memberships over their under the table activities..This for sure will get people wanting to start another organization because this one is crap….

    On 02-22-2008 the Ellis County Sheriff’s Officers Association Political Action Committee endorsed the candidacy of Johnny Brown for Ellis County Sheriff. Although the vote was unanimous from the Political Action Committee, the vote was not unanimous from all members of the Association, and I would like to clarify that, especially for the subject above, who claimed that he/she did not get to vote. That person is correct in some ways, (but not all) because the members themselves did not directly vote on this matter since it was set up through a Committee.

    The Sheriff’s Officer Association recently approved the appointment a Political Action Committee by a unanimous vote of the Board of Directors in attendance at that meeting. Johnny Brown, who at that time was on the Board of Directors, was absent from that meeting, and chose to be absent and abstain from voting. Johnny Brown has since resigned from the Board of Directors against my wishes to alleviate the possibility of anyone claiming he had a conflict of interest.

    The Political Action Committee is a separate entity from the Sheriff’s Officers Association. The Committee is required to have a campaign treasurer on file with the Ethics Commission in Austin, Texas, and it can be verified that we are in compliance with those rules and regulations through the State. There is no money exchanged between the groups, and it is against the law for the Political Action Committee to spend Association money on the Committee’s activities. As of this date, the Committee has not raised nor donated any money.

    The Political Action Committee was appointed under the Association’s current bylaws. There are two types of committees, and this Committee was a committee of Directors, which means that the Committee had the power of the Association. The Committee, which I did appoint, consisted of myself and two other Directors, which meets the criteria under our bylaws.

    The Committee was contacted by the campaign of Steve McKinney, and we met with Mr. McKinney a few weeks back for approximately 1 hour. During that discussion we talked of many issues confronting the Sheriff’s Office and its employees.

    I personally invited James Ledbetter to speak with the Political Action Committee, and he respectfully declined to meet with us, stating that he was in the process of withdrawing from the Association, which he and several of his supporters have done in the last few weeks.

    The Committee also met with Johnny Brown, and went over the same areas that we covered with Mr. McKinney.

    Mr. Brown and Mr. McKinney share many goals for the Sheriff’s Office, and they also are different in many ways, too numerous to go into detail here.

    After taking into consideration the best interests of the current employees of the Sheriff’s Office, the Committee made the determination that Mr. Brown and his plans for the Sheriff’s Office best fit the needs of the employees of the Department. Mr. Ledbetter was not considered since he would not meet with us and share his goals or plans for the Department.

    There are members of the Association that do not agree with the decision of the Committee to endorse any candidate. Those employees fear retaliation from the candidate not endorsed if that particular candidate wins, or they are angry because they support one of the other candidates.

    The Sheriff’s Association by nature is a political machine. It exists solely for the purpose of making the Sheriff’s Office a better place to work for its members. The only way to make changes in the County Government to benefit employees is to become involved in the political arena, and I know firsthand that the arena of politics isn’t always pleasant.

    The endorsement of Johnny Brown doesn’t take anything away from Steve McKinney. He is a good law enforcement officer with a decorated career, and would make a good Sheriff if elected. The Committee just felt as though he is not the right man for the job at this time for the employees of the Sheriff’s Office. Its hard to have an opinion about Ledbetter when he would not give us any answers.

    There are supporters of Mr. McKinney and Mr. Ledbetter that will come onto this blog and try to nullify what has been said or say they didn’t support this and they are well within their right to make those comments.

    There were 5 members, including Mr. Ledbetter that resigned from the Association a few weeks back. I am happy to announce that we had 5 new members join at our last meeting! The Association looks forward to the elections and encourages everyone to vote, regardless of party affiliation or candidate choice. Although the gentlemen that resigned will believe this is a direct attack on them, I would like to say that I wish they had stayed with the organization to make it stronger, rather than leave the organization because of their differences with myself or other members. They seem to have given up on the Democratic process, which makes this country and County great. The power to vote affects everyone, including myself. I wish they would have stayed to vote the current Board of Directors out of office, rather than give up. They are welcome back anytime, as we still work side by side everyday. I have the same great respect for them today, as I did last week, or last year. And that includes Mr. Ledbetter.

    If any other political candidates wish to speak with our Political Action Committee, please contact me, and we will be happy to set up an appointment with you. Mr. Ramsey did address our meeting, but has not requested any endorsement, and none is planned at this time. No other endorsements have been made by the Association at this time.

    WHY not give your members a ballot and count the votes buddy??? That’s the DEMOCRATIC PROCESS at work right there so don’t come on this site and try to spout off your big fancy wannabe words because the people are not going to buy into it….

    How many ECSO Deputies are there?

    How many are members of the Association?

  • I believe he said there were three members on his PAC (he and three others.)

    There are 236 employees in the Sheriff’s Office that can become members……….There were 86 paying members as of the last pay period.

    Not much of a representation.

  • Far from unanimous, very well said but what makes this whole deal even more ridiculous is that there was NO vote by ANY of the members who showed up at the meeting, it was only addressed by this PAC which consists of Jason and 2 other Brown supporters…Do the math, they would have endorsed him sooner if they would have had their paperwork in order which you are correct, I’m positive that it was done on county time…just more of the same from the Brown camp…..nothing is done above the board from these guys….underhanded as usual…democratic process huh??? sickening…I’m sure they have already sent it to the local papers but you see in Jason’s long assessment of the situation, he states that the association as a whole endorsed Brown, this is very incorrect!! He should have said that his PAC endorsed Brown…..nowhere close to unanimous support of the 80+ members currently in the group..no input at all from the group, they didn’t even let the candidates speak to the members….the PAC supposedly met with them…TRUE apparently there was a unanimous vote apparently within their 3 member “Brown-PAC group”….absurd!!!

    Voters of Ellis County, we need to rid ourselves of these crooks…He us in getting true leadership in McKinney or Ledbetter…

  • hmmm i guess the great president Westmoreland didn’t get the response he wanted so he is not going to respond…he needs to be impeached….since he is all about the “democratic process”…

    I find it interesting that at our quarterly fire meeting last night that Johnny Brown bolted as soon as he ate and was not available to meet with us and answer questions. Someone spoke up for him and stated that he had another meeting to go to. It looks like he found it more important to attend his fake PAC meeting with his handpicked supporters rather than to meet with the volunteer firefighters of this county. I guess we see where his priorities lie and shows that he truly does not support the largest volunteer organization in Ellis County. I don’t see him gaining much support from his actions last night.

    Heath Sims was at the meeting as well but left before we really got the meeting going, guess it was political on his part… Steve McKinney was at the meeting and stayed for the whole meeting and actually visited with us after the meeting and answered our questions. It was reported that James Ledbetter planned to be in attendance but that he was at home sick in bed. It is clear to this volunteer that Brown doesn’t need to be elected for such an important office.

  • BTW Mr. Westmoreland, don’t be so coy…you know why James Ledbetter declined to meet with your PAC…it wasn’t a legitimate situation. He wanted to meet with the members of the association and have a level playing field but with your PAC, it was not possible. Why should he waste his time meeting with you and your other two cronies…He has more important people to visit with during this election. He didn’t feel that he would be given a fair shake and it is obvious that he was right…. Your actions are deplorable and ridiculous…you still take every shot at him possible when you know why he chose not to meet with your PAC…I know you met with Steve but poor him that he took his time out to meet with you guys when you obviously were not giving him a chance either…If I were a candidate in Ellis County, I wouldn’t waste my time meeting with his PAC, your time will be wasted…

  • Now I know, after reading this articles and these comments, why Brown had to leave a Fire Meeting in Ferris, before the canidates where introduced. He had PERSONAL business to conduct, trying to pressure his Association’s sheep into walking off their next cliff. What is in it for all of them, to be so blind? It sure does look bad. How can they be so confident in their choices to think people won’t notice it is all a set up.

Every time you see an officer with the EC Sheriff’s Office or any other Dept. with in Ellis County stop them and ask them who they think is the best man for the job!! I have talked to about 23 officers some with the Sheriff’s Office some with other departments within the county.

    Everyone of them said: James Ledbetter is the best man for the job!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! As the old saying goes: (The road is where the tread meets the road!!! ) That might be above your head joey!!

    In other words those officers know they can work well with James Ledbetter

  • Once again, I will state, I have never seen a more whinny bunch of immature babies in law enforcement in my life. It really scares me to think that most of the posts on this thread come from police officers that are enforcing the laws of this state and the county. Whomever get elected Sheriff has got his work cut out for him IF he plans to fix the porblems in the SO. Someone on here accused the “brownies” of mudslinging and smear tacticts…..the only post from a Brown supporter on here is from Westmoreland. What I think is happening is there is only a few people posting things on here but they are using different names and doing this just to keep things stirred up. I also believe that if someone gets on here and does slander McKenny or Ledbetter it is not a Brown supporter but someone posing as a Brown supporter to make him and his campaing look bad.

    Once again, I”m have not decided on the Sheriff’s race and whom I will be voting for, but because of the bickering on this blog that is obviously coming from Deputies, the Sheriff’s Office is in need of some serious personnel changes. God help whoever gets elected Sheriff.

    Mr. Michaels, you are correct about one thing, there is alot of whinning and carrying on here over opinions and political beleifs. However, they are just that opinions and beliefs. The fact is at least with me and what I have been taught is that when it comes to business, law enforcement is still a brotherhood and when we are responding to things that you would be running away from, I wouldn’t hesitate for a second to get to any other officer if they needed help regardless of their opinions and beliefs. This includes Mr. Brown and Mr. Westmoreland. Sounds like you should just stick to calling 911.

Wouldn’t you think that if we are all in law enforcement that WE may actually have a CLUE as to what is happening and that we MIGHT be trying to put a spotlight on the problem so that people like YOU will actually have an idea about what is happening….I WOULD THINK that could be a logical explanation for the bickering or whining that is going on as you call it…WE are doing this because we have no where else to go with it….HAVE you ever thought of it with an open mind in this manner???     Just thought I would let you know that Mr. Brown did not leave the fire meetingt in Ferris Thursday night to attend the Sheriff’s Association.

    As you know candidates have many events that they have to attend, sometimes they just happen to be on the same night. Mr. Brown left the Fire meeting early in order to attend Joe Barton’s closed door meeting with all of the republican chairs. Mr. Brown was the only candidate that was invited to attend this meeting. I know your fire meeting was important to Mr. Brown but Mr. Bartons meeting im sure was equally as important.

    Joey Dauben was there and can confirm this. Athough he may not since Mr. Brown is not his choice for Sheriff.

    Good Luck to all three candidates, my hat goes off to each and every one of you gentlemen running for Sheriff it takes alot of guts & nerves to keep putting up with the crap that you guys have put up with on this blog.

    I don’t know Mr. Michaels, but it’s beyond me why he hasn’t been to Mr. Stewart, demanding an apology. Further, I seriously doubt if the commisioners have read this blog and are aware of the berating you regularly give to the citizens of this county.

    You, and a few others, seem to be unable to walk past a bucket of manure without stirring it to make it stink more.

    Do you realize how you make your department sound to the citizens of Ellis County? I’d ask if you care, but I already know the answer to that.

    We’re going to have an election. Get out and vote, support the winner, and get over it! And if you can’t, don’t drag the rest of the ECSO down with you — there are some very fine officers there who deserve better than that.
